Quebec Entrepreneur Program

This program targets immigrant entrepreneurs with the ability to establish a new business or acquire and operate an existing business in the province of Quebec. This program has 2 different streams. Upon successful application a Certificat de sélection du Québec (CSQ - Québec Selection Certificate) is issued which makes you eligible to apply to Canadian Permanent Residence.

Starting and operating an innovative business

Requirements

  • Applicants must settle in Quebec to create and operate a business which is supported by organization from a business accelerator, a business incubator, or a university entrepreneurship centre. Following definitions would be helpful to understand the organization
    • Business accelerator: an organization with an establishment in Québec that offers support services to individuals to grow innovative businesses, particularly assistance seeking financing
    • Business incubator: an organization with an establishment in Québec that offers teaching services to individuals who seek to create innovative businesses.
    • University entrepreneurship centre: an organization managed by an institution of higher learning that provides coaching services to individuals
  • The organization must be able to demonstrate that it can support you in your business project,by providing a service offer that must demonstrate their capacity to support the candidate and their business project. The service offer must include:
  • The proposed support plan: this includes a list and description of the services that the organization offers to the project.
  • The operational plan: this contains a detailed budget and a schedule for support activities.
  • A description of the support organization’s expertise: this demonstrates the skills and achievements of the organization in reference to the project
  • Applicants must meet the minimum requirement of points in the selection grid.
  • Must submit business plan with immigration application

    • Start a new business or acquire an existing one

    Requirements

  • Must intend to operate a business in Quebec
  • Must have a net worth of at least CDN$900,000
  • Must actively involve and manage the business and daily activities
  • Must own and control at least 25% of its equity capital in case the applicant is creating a new business. Must own and control at least 51% of its equity capital in case the applicant is acquiring an existing business.
  • If acquiring business, it must be in operation during the five years prior to application
  • Must meet the minimum requirement of points in the selection grid
  • Business involving following activities are ineligible for this program: payday loans, cheque cashing, pawnbroking, real estate development, real estate or insurance brokerage, production/distribution/sales of pornographic or sexually explicit products or services
