Human Capital Category

Human Capital Priorities uses a merit-based system to nominate highly-qualified skilled workers from the federal Express Entry pool who will be able to be lasting members of Ontario’s workforce.The Human Capital Category itself divides into following sub-streams.

Human Capital Priorities

This category includes the Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC).

Requirements

Other Requirements:

• Must have a valid Express Entry profile.
• Must have at least one year of full-time paid work experience.
• Must have a bachelor’s, masters or PhD degree.
• Language requirement: CLB level 7 or higher (English or French)

Skilled Trades

Ontario Skilled Trades issues provincial nominations to skilled tradespeople with active Express Entry profiles who are already living in Ontario and have Ontario work experience in a skilled trade. It is for individuals with relevant Ontario work experience in an eligible trade occupation.

Other Requirements:

• Must have a valid Express Entry profile.
• Must have at least one year of full-time paid work experience.
• Must have a valid certificate or license (if applicable)
• Must be currently living in Ontario and hold a valid work permit at the time of application
• Language requirement: CLB level 5 or higher (English or French)

French Speaking Skilled Worker

French-Speaking Skilled Worker invites candidates from the Express Entry pool who demonstrate proficiency in both English and French and who demonstrate the ability to contribute to the province’s workforce as skilled workers. This program operates, like Human Capital Priorities, through FSWP and CEC. Applicants for this stream must have strong skills in both languages (French and English).

• Must have a masters degree from an eligible university in Ontario.
• Must have at least one year of full-time paid work experience.
• Must have a bachelor’s, masters or PhD degree
• Language requirement: CLB level 7 or higher (French)

Masters and PhD Category

The following programs are not aligned with Express Entry. An applicant must create a profile and register an expression of interest

Masters Graduate Stream

The Masters Graduate stream targets recent graduates with master’s degrees obtained at an eligible Ontario institution who have the intention of living and working in Ontario.

Other Requirements:

• Must have a masters degree from an eligible university in Ontario.
• Language requirement: CLB level 7 or higher (English or French)
• Must have legally lived in Ontario for at least one year in the past two years

PhD Graduate Stream

PhD Graduate targets recent graduates with doctoral degrees obtained at an Ontario institution and who have the intention of living and working in Ontario

Other Requirements:

• Must have a PhD degree from an eligible university in Ontario.
• Must have legally lived in Ontario for at least one year in the past two years.

Employer Job Offer Category

The following three programs exist under the Employer Job Offer Category:

Foreign Worker Stream

Foreign Workers targets foreign nationals with skilled work experience who possess a valid job offer from an Ontario employer.

• Job Offer Required : Yes
• Aligned to express entry : Yes

Other Requirements:

• Must have two years of work experience if occupation does not require license or other authorization
• Pay must be higher than the median wage level for that occupation in Ontario

In Demand Skills Stream

In-Demand Skills targets foreign nationals who have work experience in one of the province’s in-demand occupations, obtained within Ontario, and who possess a valid job offer from an Ontario employer

• Job must be in an in-demand occupation
• Must have nine months of work experience
• Language requirement: CLB 4 or higher (English or French)
• Must have a high school diploma
• Pay must be higher than the median wage level for that occupation in Ontario
